The forum, held Oct. 14, was moderated by Paul Gessing, Rio Grande Foundation, and featured Vikrant Reddy, Charles Koch Institute; Steven Robert Allen, ACLU of New Mexico; Diego Esquibel, the Barnett Law Firm; Brad Cates, former director of the Justice Department's Asset Forfeiture Office; Rep. Conrad James; and Rep. Antonio Maestas. It focused on the impact of a new law that makes it illegal to seize a person's property unless he or she has been charged with a criminal offense.
